1. Step:	A UN Resolution declares the entire city of Jerusalem as the first officially sanctioned "International Spiritual Sanctuary," a truly free, open and democratic, international city. All weapons and firearms would be illegal and prohibited within city limits, much like a wildlife preserve, a biosphere, or a bird sanctuary. The Israeli Army would take up positions surrounding the city to protect its inhabitants.
2. Step:	The UN builds a new Middle East Headquarters in East Jerusalem with a large, diverse, multicultural, international staff brought in to help administer the new UN offices. UN offices for education, business and economic development will work to develop "real" democracy in Israel and throughout the entire Middle East. UN peacekeepers would observe violations of human rights and promote equal justice.
3. Step:	Establishment of a secular United States of Israel and Palestine (USIP). Israel grants full, unrestricted citizenship to all residents of Israel: Muslims, Christians and Jews, including Palestinians living in the West Bank and occupied territories. In exchange, the Palestinians would agree to give up the idea of a separate Palestinian state and the use of terrorism. Palestinians who desire to live in an Arab state, or another country, would be free to immigrate, and travel assistance would be made available.
4. Step:	Conversion of Israel (USIP) to a truly open and democratic society, removing all racial and religious exclusions from Israeli citizenship and residence laws. Establishment of "Separation of Church and State" as a fundamental principle of USIP law. Equal human and civil rights for all citizens.
5. Step:	Reparations for Palestinians and others whose real estate and property were illegally or unjustly confiscated. Process would be handled more fairly than reparations to Holocaust (Shoah) victims.
6. Step:	A new era of peace, prosperity and democracy begins in the Middle East. (Share Your Comments)
