1993 March 2 The United States Supreme Court, in the case of Voinovich v. Quilter, rules that the authority to create voting districts dominated by ethnic minorities is held by individual states. The issue was brought before the Court because of concern over the reorganization practices of Ohio's state legislative voting districts in 1990.
