1920 Herbert Samuel, a former Liberal cabinet minister and prominent British Jew, becomes first High Commissioner of Palestine. The Versalles peace conference mandate requires Britain to implement the Balfour declaration, and stipulates that the civil power should "facilitate Jewish immigration under suitable conditions and shall encourage close settlement by Jews on the land."
